Intent-Driven Telcos Unlock New Value Beyond Pure Connectivity

Hamburg, 30 July 2026. Connectivity remains the core business of the telecommunications industry – yet on its own, it is no longer sufficient for sustainable growth. The new Point-of-View Paper "Telecoms 2030: Intent-Driven Telcos Unlock Value" by market research firm PAC, developed in cooperation with Tallence AG, makes this clear: network operators must make their data from network, customer and business systems usable across domain boundaries, increase process automation, and develop new services from programmable network functions and AI.

The PAC Point-of-View Paper, created in collaboration with Tallence, describes the shift towards what is known as the Intent-Driven Telco. This concept uses AI to automatically translate predefined business objectives and desired outcomes – intents – into operational decisions and technical actions in network and service operations. Rather than providing connectivity alone, network operators are evolving into data-driven technology and service partners that actively support their customers' business outcomes.

"The telecommunications industry is facing its greatest technological and strategic transformation since the introduction of mobile communications: AI is not only changing processes, but fundamentally redefining the role of network operators in the digital ecosystem. Those who shape this change now can unlock new revenue streams and sustainably strengthen their market position," says Dan Bieler, Principal Analyst at PAC and author of the paper.

The Point-of-View Paper demonstrates that the requirements go far beyond the deployment of individual AI applications. What is needed are modern OSS and BSS architectures, cloud-native platforms, high-quality data and intelligent automation. Only when all data is brought together in a shared context can processes be managed largely autonomously and new digital services developed efficiently.

A central enabler for this transformation is the Telco Knowledge Graph. "Many network operators already have the relevant data. However, it is distributed across OSS, BSS, network and customer domains. Our Telco Knowledge Graph creates a common semantic layer on top of existing systems. This makes relationships usable for both people and AI agents, without requiring the entire system landscape to be replaced first," explains Martin Rückert, Chief AI Officer at Tallence AG.

In addition to more efficient operations, the Point-of-View Paper identifies several growth areas for telecommunications companies. These include API-based network functions, intelligent voice services, AI-driven automation and data-based value-added services that go beyond traditional connectivity. At the same time, the paper emphasises the importance of open technology ecosystems and standardised interfaces to bring innovations to market more quickly.

The PAC Point-of-View Paper "Telecoms 2030: Intent-Driven Telcos Unlock Value", developed in cooperation with Tallence, ultimately sets out concrete recommendations for action on how the shift to the Intent-Driven Telco can succeed – from modernising existing systems and deploying intelligent automation through to developing new revenue models.
